Toll-Free Verification Now Requires Privacy Policy & T&C URLs
TL;DR
HighLevel's toll-free verification form now requires Privacy Policy and Terms & Conditions URLs, with carriers rejecting submissions without them from September 15, 2026.

TL;DR
HighLevel has added two new required fields to Step 3 of the toll-free verification form for Privacy Policy and T&C URLs. Carriers will reject submissions missing these links starting September 15, 2026.
Who this affects
HighLevel has not confirmed who this affects. This change impacts users submitting new toll-free verifications. Existing, already verified toll-free numbers are not mentioned in this update.
What changed
Two new fields were added to Step 3 (Messaging use case) of the toll-free verification form. The new fields require a Privacy Policy URL and a Terms & Conditions URL. Both new fields are required before a toll-free verification submission can be sent. Carriers will reject new toll-free verifications without these links starting September 15, 2026. HighLevel has not confirmed any limits or plan gating. HighLevel has not confirmed the rollout status.
Where to find it
This change is located within the toll-free verification form, specifically in Step 3 (Messaging use case).
How agencies will use this
When an agency sets up a new client sub-account requiring a toll-free number for messaging, they will need to complete the toll-free verification process. During Step 3 of this process, the agency will now encounter the two new mandatory fields: Privacy Policy URL and Terms & Conditions URL. The agency must ensure these URLs are active and accessible before submitting the verification. Without providing valid links in these fields, the form cannot be sent, and the toll-free number will not be verified for messaging. This ensures compliance with carrier requirements for new toll-free numbers.
Our take
This is a major update. Agencies must now ensure all clients using or planning to use toll-free messaging have compliant Privacy Policy and T&C pages ready. While the hard rejection deadline is September 15, 2026, the fields are required now for new verifications. Get ahead of this and prepare for future client setups.
